Mending is a Treasure Enchantment, meaning it cannot be crafted using Enchanting Tables.
You'll have to use different methods to obtain it.
Head out into open water and use your Fishing Rod to catch items with Mending enchantments. The Luck of the Sea enchant will increase your chances of catching enchanted items.
You'll find Mending in Treasure Chests in structures and dungeons around the world.
